It is difficult to understand in detail what is happening in Latvia. What we can say is that the Governor has indeed committed himself to a reform that will dismiss certain staff members, particularly in the security services, where there are a large number of unionised colleagues at the LAKRS. Is that a coincidence? Maybe... However, trade union representatives are also affected by this measure, which is not acceptable because it does not respect the fundamental rights of staff involved in trade unionism and at EU level. 

Moreover, the Bank gives only a week to negotiate the decision to dismiss the colleagues! The governor initiated this reform by sending an information letter on 19 April 2021 inviting the union to present a position on the reform on the 26th of April (one week later). Unacceptable to our Latvian colleagues! 

It is really worrying that, specially, in the course of a serious pandemic, we hear about such news in Europe and in the ESCB. In May 2020, the President of the SCEBCU wrote to the Governor congratulating him on his appointment and the implementation of a high-quality social dialogue. We couldn't even imagine then...

Today, it is clear that the situation has very much deteriorated and has become a very really serious one for democracy. For this reason, the President of SCECBU, Thierry Desanois, has again addressed a letter to the Governor of the National Bank of Latvia expressing the astonishment of all ESCB staff representatives on the announced measures and the incredible speed with which the Bank intends to negotiate this reform. 

FROM NOW ON, THE SCECBU CALLS ON ALL THE AFFILIATED TRADE UNIONS TO SUPPORT EDGARS NIEDRETIS, STAFF REPRESENTATIVE OF LAKRS AND TO SUPPORT ALL THE COLLEAGUES WHO CAN BE DISMISSED AT THE END OF THE YEAR IN CASE THIS PROJECT GOES FORARD!
